Frances obtained a law degree from Exeter University in 1974. She was admitted as a Solicitor in 1981. After working for South West Water for 18 years, Frances set up her own practice in 1993, dealing mainly with non contentious work - especially residential and commercial property, Wills and probate.

In 2008 Frances merged her firm with Gilbert Stephens, where she works as a Consultant undertaking residential property work.

Frances married Edward in 1963, who has inspired her throughout her professional career. They have 4 children and 2 grandchildren. She has several interests outside work - including family, the Church and chairing a local charity for the homeless (the Shilhay Community).
